"Plus expenses" is how this industry provides your rates. Expenses are estimated at 30% of this base rate. 30% of the base rate is handed to your captain to perform (he purchases the food, the fuel, pays for fees and dockage etc) and it is your captain who keeps abreast of the expenses.
In most cases the client can expect change from the estimated expense amount, but when there is long traveling involved each day then fuel costs are higher than anticipated, caviar and special wines can take costs higher than expected as well.
